Carbone 4 has been commissioned by Agence France Trésor to prepare the performance report for France’s green OAT

In line with its commitment to transparency regarding its green bond, Agence France Trésor will publish a report detailing the use of the funds and the associated performance through various indicators. This performance report will be produced by Carbone 4.

On January 24, 2017, Agence France Trésor issued a sovereign green bond, the 1.75% OAT maturing June 25, 2039, in the amount of €7 billion with a maturity of 22 years. On this occasion, France made reporting commitments unprecedented for a green bond, which help set high standards within this market: “The government publishes an annual information report on eligible green expenditures and their performance indicators until such expenditures are fully implemented. An information report on the environmental impacts of the aforementioned expenditures is also published at appropriate intervals.”1

Following a public call for bids, Agence France Trésor commissioned Carbone 4 to prepare this report, which is based on performance indicators for government spending. This report will form an integral part of the 2017 annual report on eligible expenditures for the green bond, accompanied by the fund allocation audit to be conducted by KPMG.

Meanwhile, the Green OAT Evaluation Council, which is responsible for conducting impact assessments, is continuing its work. Its next meeting will take place at the end of the first half of 2018. The first impact assessment reports are expected to be published sometime in 2018.
