Designing a territorial framework that is climate-neutral presents numerous challenges, which this publication attempts to address:
> How can we develop regional carbon neutrality goals that are consistent with the scientific concept of carbon neutrality, which, strictly speaking, is only feasible at the global or national level?
> Similarly, can regional implementations of carbon neutrality (that is, achieving a balance between emissions and removals at the level of a given region) be considered “science-based,” that is, compatible with the requirements of climate science?
If so, on what criteria should a regional adaptation of neutrality be based?
> How can we develop a scientifically sound framework to align companies’ aspirations for carbon neutrality with regional climate goals?
> Finally, how can we design a governance model that allows for the integration of initiatives adopted at various local levels? For example, how can we ensure coordination between the strategy implemented by a metropolitan area, the strategy implemented at the regional level, and the National Low-Carbon Strategy (SNBC)?
